{"id":9063,"date":"2026-07-10T10:38:04","date_gmt":"2026-07-10T10:38:04","guid":{"rendered":"https:\/\/lawsandlegals.com\/english\/?p=9063"},"modified":"2026-07-10T10:38:06","modified_gmt":"2026-07-10T10:38:06","slug":"rajasthan-hc-seeks-statewide-report-on-stray-dog-control-measures","status":"publish","type":"post","link":"https:\/\/lawsandlegals.com\/english\/rajasthan-hc-seeks-statewide-report-on-stray-dog-control-measures\/","title":{"rendered":"Rajasthan HC Seeks Statewide Report on Stray Dog Control Measures"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><strong>Jaipur:<\/strong> The Rajasthan High Court has taken a strict view of the implementation of the Supreme Court&#8217;s directions on the growing problem of stray dogs and dog bite incidents.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While hearing a suo motu (on its own) public interest matter, the High Court issued notices to the State Government, the Central Government, and other concerned authorities, asking them to explain what steps have been taken across Rajasthan to comply with the Supreme Court&#8217;s directions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A Division Bench of Justice Sanjeev Prakash Sharma and Justice Manish Sharma observed that the issue is not limited to Jaipur and that the Supreme Court&#8217;s directions must be implemented uniformly throughout the entire State.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Bench directed the government to submit a detailed affidavit explaining the measures taken in every district.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The High Court asked the State Government to provide details of the action taken by municipal bodies to deal with stray dogs, including measures to ensure public safety in public places and the extent to which the Supreme Court&#8217;s directions have been implemented.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Court also issued notices to the Central Government and the Animal Welfare Board of India, seeking information on the progress made in establishing district-level Animal Welfare Boards and preparing a Standard Operating Procedure (SOP) to prevent dog bite incidents.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Expressing concern over public safety, the Court directed authorities to make special arrangements around schools, colleges, hospitals, sports complexes, bus stands, railway stations, and primary health centres. It suggested measures such as fencing, gates, and other protective infrastructure to prevent stray dogs from posing a threat to people.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Court clarified that these measures should not be limited to cities but should also be implemented in smaller towns and rural areas, with special attention to the safety of children and elderly persons.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The High Court further directed municipal authorities to create a dedicated mechanism for capturing and removing stray dogs from public roads. It even suggested establishing a separate wing so that complaints can be addressed promptly.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the same time, the Court emphasized that all captured stray dogs must be treated in accordance with the law and that their sterilisation and vaccination should be carried out as per the Animal Birth Control Rules, 2023, balancing public safety with animal welfare.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Court also sought information from the State Government regarding the availability of anti-rabies vaccines in primary health centres, community health centres, government hospitals, and dispensaries. It directed the government to file an affidavit confirming whether sufficient vaccine stocks are available across the State.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition, the High Court instructed the Rajasthan State Legal Services Authority (RSLSA), District Legal Services Authorities, municipal bodies, and the Animal Husbandry Department to conduct awareness campaigns in both urban and rural areas. These campaigns should educate people about preventing dog bites, the immediate steps to take after a bite, and the importance of timely medical treatment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Court also encouraged greater participation of non-governmental organisations (NGOs) and asked the government to develop a system to fix accountability on officials responsible for implementing the directions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Importantly, the High Court also addressed the issue of pet dogs. It directed the State Government to ensure the registration of pet animals, particularly dogs that could pose a risk to public safety.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Court asked the government to prescribe a time limit for registration and to consider imposing penalties on owners who fail to comply.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to the Court, proper regulation of pet dogs, along with measures for stray dogs, is necessary to improve accountability and reduce dog bite incidents.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In its final order, the High Court directed the State Government, the Central Government, and all concerned authorities to submit a comprehensive compliance report before the next hearing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Court made it clear that the directions apply to the whole of Rajasthan, not just Jaipur, and that a uniform system must be established across all districts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The matter has now been listed for 3 August 2026.
