Jodhpur: The Rajasthan High Court has partly allowed appeals filed by Dala Ram and Rana Ram challenging the names of two newly created revenue villages in Jodhpur’s Deriya area-“Rewat Singh Nagar” and “Devji Nagar Deriya”.
A Division Bench of Justice Dr. Pushpendra Singh Bhati and Justice Praveer Bhatnagar held that the names must be reconsidered under the government policies applicable when each village was notified.
However, the Court preserved the creation, boundaries and administrative status of both villages.
‘Rewat Singh Nagar’ Name Found Contrary to 2009 Policy
The Bench found that “Rewat Singh Nagar”, notified on November 28, 2024, was governed by the 2009 policy, which prohibited person-specific names for revenue villages. As the name was based on Shri Rewat Singh, it cannot be retained under that policy.
‘Devji Nagar Deriya’ to Be Examined Under Amended Policy
“Devji Nagar Deriya”, notified on March 26, 2025, will instead be examined under the amended policy. The Collector must determine whether the name reflects genuine local usage or sentiment and whether the prescribed procedure was followed.
The Court also rejected the plea of res judicata, observing that the appeals had been filed before the related writ petitions were subsequently dismissed.
The District Collector, Jodhpur has been directed to examine the relevant records and give all affected parties an opportunity to be heard.
The Collector must pass a reasoned decision within eight weeks. Until then, the existing names may continue only for administrative identification.
