Rajasthan HC Sets September 9 Deadline for Bar Council to Clear All Pending Advocate Enrolment Applications

All Pending Advocate Enrolment Applications Must Be Decided by September 9: HC

Jaipur: In a significant relief for aspiring lawyers, the Rajasthan High Court has directed the Bar Council of Rajasthan to dispose of all pending applications for enrolment as advocates by September 9, 2026, after noting that delays in processing enrolment applications were affecting candidates’ entry into the legal profession and their “right to livelihood”.

Justice Shubha Mehta, allowed a petition filed by Surendra Khinchi, a 2025 law graduate of Dr. Bhimrao Ambedkar Law University, Jaipur.

The petitioner had submitted his application for enrolment along with the requisite documents and fee. However, the application remained pending amid the Bar Council’s election process and administrative issues.

The Court was informed that an earlier committee constituted to handle enrolment-related work had been cancelled on March 12, 2026, leaving no committee in place to process such applications.

Taking note that the Bar Council elections had now concluded and the results had been declared, the High Court held that there was no justification for continuing to keep the petitioner’s application pending.

The Court also noted that several other candidates were facing similar delays, affecting their ability to commence legal practice and their livelihood.

Time-Bound Disposal of All Pending Applications

The High Court accordingly directed the Bar Council of Rajasthan to process and dispose of all advocate-enrolment applications pending as on the date of the order by September 9, 2026, strictly in accordance with the prescribed procedure.

The Bar Council has further been directed to inform the concerned candidates about the outcome of their applications.
