Jaipur: The Rajasthan High Court has taken a strict view of the delay in conducting elections for the Rajasthan Cricket Association (RCA) and has issued an important interim order to restore proper administration of the association.
The Division Bench of Acting Chief Justice Justice Sanjeev Prakash Sharma and Justice Manish Sharma suspended the RCA’s ad hoc committee with immediate effect and appointed senior IAS officer Bhaskar A. Sawant, Additional Chief Secretary (Home Department), as the Administrator of the RCA. He will manage the association until a regularly elected executive committee is formed.
The court directed the newly appointed Administrator to ensure that the RCA elections are completed within three months.
According to the petitioners, the Rajasthan Government had constituted the ad hoc committee on 28 March 2024 only to conduct elections within three months. However, instead of holding elections, the committee’s tenure was extended every three months until 28 March 2026.
They argued that the committee failed to conduct elections and instead focused on taking action against district cricket associations, which affected the democratic functioning of the RCA. They therefore requested the court to remove the committee and ensure independent and timely elections.
During the hearing, the High Court expressed serious displeasure, pointing out that it had already directed the ad hoc committee on 27 June 2026 to proceed with the election process, but no meaningful steps had been taken. The court observed that its earlier order had not been complied with.
The High Court also directed the Registrar to appear personally before it on 29 July 2026 and explain why contempt proceedings should not be initiated for failing to comply with the court’s earlier directions.
The court further stayed the operation of the Registrar of Cooperative Societies’ order dated 26 June 2026, which had restored the ad hoc committee. As a result, that restoration order will remain ineffective until further orders.
The High Court also clarified that until a regular elected executive committee takes charge, all district cricket associations in Rajasthan will function under the overall supervision and control of the Administrator.
The matter is scheduled to be heard next on 29 July 2026.
